2번은 유지선에 대한 설명으로 어떠한 이유로 인해 유지선이 그 침로와 선속을 유지하는 것만으로 충돌을 피할 수 없을 때, 즉 피항선이 적절한 피항동작을 취해주고 있지 않을 때 유지선은 그러한 충돌을 피하기 위한 동작을 “해야한다” 가 답인데 shall not take such action 이라고 해서 그러한 피항 동작을 하지 말아야 한다고 설명하고 있으므로 틀린다.
